Major Cartel Figure Captured Wednesday Just South of the Border

 

Mexican police on Wednesday arrested suspected Zeta gang leader Gregorio Sauceda Gamboa, one of Mexico's 24 most-wanted drug traffickers.

In the midst of chaos and uncertainty for much of Mexico during the Pandemic outbreak of H1N1, on Wednesday Mexican authorities based on intelligence and surveillance were able to capture a top Zeta Cartel member just south of Brownsville TX on the Mexican side of the border. Along with five other Cartel members on the Most Wanted List, Gamboa’s capture is another one in the win column for the good guys.

The U.S. Department of State issued the following Travel Alert on April 28:

 The Department of State alerts U.S. citizens of the health risks of travel to Mexico at this time due to an outbreak of H1N1 influenza (“swine flu"). The U.S. Centers for Disease Control and Prevention (CDC) on April 27 issued a notice recommending that American citizens avoid all nonessential travel to Mexico at this time. CDC’s notice also suggests precautions that travelers and U.S. citizen residents in Mexico can take to reduce their risk of infection while in Mexico, provides recommendations for those who must travel to an area where cases of H1N1 influenza have been reported, and recommends measures travelers should take following their return from an area that has reported cases of H1N1 influenza. This Travel Alert replaces the Travel Alert dated April 27, 2009 and provides updated information on closings of schools and commercial venues in Mexico and U.S. consular operations throughout Mexico. The World Health Organization (WHO), the Global Alert and Response Network (GOARN), and the Centers for Disease Control and Prevention (CDC) have sent experts to Mexico to work with health authorities.

 

The Government of Mexico has announced that as a precautionary measure, all schools throughout Mexico from kindergarten through university level will remain closed until May 6. All government-sponsored events involving large crowds have also been canceled, and museums and most tourist attractions are closed. During an April 28 press conference, the Mayor of Mexico City announced that all establishments where large numbers of the public gather will be closed, including restaurants, bars, discos, night clubs, movie theaters, gyms, and convention centers. The Archdiocese of Mexico City has also closed Catholic churches for services.

 

Effective April 28, all nonimmigrant visa operations at all consular posts in Mexico will be suspended until May 6. American citizen services are restricted to passports and Consular Reports of Birth Abroad and emergency services. Immigrant visa appointments in Ciudad Juarez will be cancelled for the week of May 4th. The U.S. Embassy reminds U.S. citizens in Mexico that most cases of influenza are not H1N1 influenza. Mexico City medical authorities are urging people to avoid hospitals and clinics unless they have a medical emergency, since hospitals can be centers of infection; instead, those with health concerns are encouraged to stay home and call their physicians to avoid potential exposure. Based on WHO's Dr. Neil Ferguson's comments on the sustainability and future potential of this pandemic, I thought I would jot down some quick reference steps as we did with the Mumbai Attack (See When Crisis Strikes-Ten Steps for CEOs  http://hughhewitt.townhall.com/blog/g/2fc7f258-65d5-4f9e-97a6-5feaf56c1b11 ) as this pandemic issue gains more attention, and perhaps requires more analysis and potential operational response both from the government and the private sector. I personally feel this could be quite overarching as we see the arithmetic progression of victims both in the Mexico and the US. Several other nations have reported cases of H1N1, and that is of course exacerbated by the global nature of modern travel. Some nations have taken steps to vigorously screen passengers coming from Mexico, to include quarantine, yet we are not doing these ourselves with passengers originating from Mexico City arriving in the US. I will try not to politicize this, but if this increase in cases goes from an arithmetic progression to a geometric one, then there needs to be serious and immediate consideration of mitigation measures that might include closing the border, or at least a greater than "passive" monitoring policy. The TV and cable shows are pretty thorough on some of the preventative measures and things families can do to lower exposure and mitigate to a certain extent, but I thought I would capture some basic steps business and organizational leadership can take amidst the cacophony of information out there. This is most suited for our colleagues and businesses operating in Northern Mexico and on the US-Mexican Border.                                                       
  1. Initiate/Designate a Pandemic Crisis Team:  Once the decision has been made the pandemic effects might or will have impact on your operations, employees, and facilities, initiate your crisis action team. If this is not an inherent function or area of responsibility within your organization, then assign a Point Man (COO/Vice President Level, with PR reps to assist) who can lead, authorize, and decide on behalf of the management, in order to best affect plans and responses as events unfold, and information is gathered. This needs to be a 24 hour operation if necessary, and should be given top priority for resources, and manpower.
  2. Prioritize/Categorize Essential Personnel, Facilities, Assets by Function, and Region Impacted by the Pandemic: Identify those key personnel, supply changes, distributors, facilities, contacts, transportation and logistic routes that could be impacted by the actual and forecasted impact of the pandemic. Also, initiate local, regional, and national mitigation measures and procedures to lower exposure, to include alternate schedules, “at home” work schedules,
  3. Start a Log, capturing time lines, significant events, persons, statistics, announcements from Official Sources, and exterior contacts and players. Establish liaison with local and county Emergency Operation Centers.
  4. Accountability:Find out where your people are, what their medical situation is, status of or potential for infection, and determine the impact on their absence or delay as a result of their status. Those in affected areas most likely will be restricted to return, and they need to be accounted and supported during this crisis.
  5. Establish Contact with Families/Significant others:If information is forthcoming (from the Embassy while overseas, federal authorities, CDC, WHO), tell what you know, and ensure it is not premature, rumor, or simply press reports. Ensure the Crisis Response team is the “releasing” authority for all info coming from the team. Keeping the employees and families in the proverbial “loop” is one of the most important and valuable things an employer can do in a situation like this.. This is best accomplished if a “pre-crisis” brief has been conducted, in which emergency info and contacts are acknowledged, and the (now) victims have agreed and know that the people who have the need to know their status will, in fact, be contacted. Establish a pandemic information “hotline” with informed and knowledgeable respondents that can articulate in honest yet calm and assuring terms of the company’s steps to take on this challenge at all levels.
  6. Draft and release a company wide alert as to the situation unfolding, and ensure all “deployed” employees, and those living and working overseas have reviewed and initiated preliminary medical and pandemic mitigation measures, hygiene, and adhere to the advice and guidelines spelled out by the company and the embassy, or in the US the CDC. Those domestically need to follow official announcements, and the impact of employees adhering to this advice must be calculated into the business continuity operations, or other triggers to begin to phase sectors and operations to those minimum sustaining levels to operate. Contact local and regional medical officials, know where and how to tap into Tamiflu or other vaccine stores. Prioritize key facilities, personnel and disseminate precise steps on how to innoculate your folks.
  7. At a minimum, the company should review all extended travel arrangements for its personnel abroad, and conduct a risk analysis/cost benefit assessment as to the necessity and gain from any extended travel. This may be impacted already by international restrictions and announcements, but there may be additional information you and your management have in the affected areas that may be drivers for “go/no-go” criteria.
  8. Have the Crisis Pandemic Response team begin developing procedures (action plans) that can be implemented (color coded, numbering system, “Severe, Critical, Heightened…etc..) that already embody and explain the levels of internal travel restrictions, measures for minimum business continuity in a concise, clear, and direct manner, so there is no confusion as to the expectations of management on employees. This would also include levels of increasing measures for fighting and minimizing infect both at work, and at home, and can be anticipated to be at different degrees depending on region, severity, and function.
  9. As the crisis subsides, appoint a senior member of the company to evaluate and recommend retaining an experienced Crisis Mitigation Firm with international experience specifically dealing in business continuity planning for events such as pandemic flu or other globally impacting crises. They need to be experienced enough to deal with, or refer as necessary to the qualified and trusted networks, international crisis and security challenges.
  10. Come to grips that the global business environment as it was known is forever changed and CEO/Senior mangers can no longer afford to “hope” something will not happen. As this pandemic event subsides, you need to take the lead and ask yourself “would we have been prepared if it were worse”?

No one chooses to panic...diligent, prudent, measured planning and implementation is not panic...it is the exact opposite. Though simply being "concerned" is also not enough. Concern with information, analysis, and decisions based on that planning is the best response one can have to looming potential challenges, as described by the WHO. When Hope is not a Strategy, PLAN! Mexico's Pre-9/11 Debate Unfolds

As The US wrangles over Post 9/11 decisions and hindsight, the Debate of Rights vs. Security rages in Mexico as lawmakers tackle a newly introduced bill that would expand the Mexican Army’s role in confronting and dealing with the powerful Drug Cartels in the future. Are they still just Criminals, or are they National Security Threats?

   For those following my blog, you are aware I and those of us at The Agemus Group (www.agemusgroup.com) have been for months now defining the situation in Mexico as a National Security challenge, and no longer a legacy Law Enforcement issue. The debate as framed in the above article underscores the struggle senior political and security officials contemplate when traditional criminal elements, such as the Cartels, now pose a potential existential threat to the security and judicial sovereignty of a democratically elected federal governing body. This debate is not relegated to only the senior planners, policymakers, or “think tanks”, but is evident in both the public and private sectors in where the law enforcement approach is no longer viable, yet the national security and military approach may be too bold in some eyes. This was starkly evident in a recently attended Cross Border Security Conference here in San Diego this week, where a chief competitor of ours, “Brand X”, was a featured speaker. Since the speaker was a former law enforcement official of 30 years, it was natural he, and his company, would look at this challenge through a law enforcement prism. He further stated he didn’t think it would be necessary for US troops, or a collaborative effort with Mexican military, to address this unprecedented problem. For the record, “Brand X” is a highly reputable and professional outfit…that unfortunately happens to be bogged in the legacy and traditional swamp looking at Mexican violence still as a law enforcement issue.  Out of professional courtesy, I remained on the sidelines as the question and answer session kicked off regarding this particular issue. However, several security and business oriented and savvy people in attendance were not satisfied with the legacy position, and were seen trying to pull different perspectives and approaches from the speaker. Alas, to no avail. In fairness, the policy issues that were being thrown his way were a bit more oriented for operational and strategic concerns, and not the tactical, day-to-day procedures and methods companies like ours employ or advise. Yet, it was illustrative of the mindset, even at the operational levels, of those dealing in both the public and private sector that Mexico is still being analyzed, and thus decisions are being formulated, based on how we have dealt with drugs, criminality, and violence in the past as it relates to law enforcement, not the new paradigm as it relates to national security.

            The Mexicans are in uncharted territory historically, economically, politically, and security wise as the Cartels wreak havoc on their social, security, and political fabric. However, though polls show many Mexicans have greater faith in their military than in their local law enforcement, they are still skeptical of the military and federal intelligence agencies establishing “domestic security zones”, as this new bill recommends. These zones, according to the report, will have sweeping and unprecedented powers allowing the military and intelligence forces access to civilian files and judicial court records, etc. The bill states "The expansion of organized crime poses new challenges for democratic societies," and "That requires the government to bring to bear all the force of the state to confront it." Several Human Rights groups have already expressed deep concern about Mexican federal authorities having that kind of traditionally judicial and law enforcement power. On the other side, we also see that the Cartels possess resources, funds, equipment, intelligence, political influence, and manpower that dwarf some military inventories, GNPs, and agencies of some Central and Eastern European countries, and even present day non-state actors, such as Hezbollah, the FARC, and Iranian Quds forces operating in Iraq. We in the US saw the failed and inept application of strictly law enforcement policies and approaches in the 80s and 90s against rising and looming terror threats and the ultimate indictment of those failed policies manifesting themselves in the legal decision not to render Osama Bin Laden in Sudan when we had the chance. Of course, that pre-9/11 mindset led to the unfettered expansion of Al-Qaida recruitment, training, and operational execution of its stated long term goals against the US culminating on that fateful day in September 2001.

            There has been some reporting and indicators that the Cartels have been affected somewhat by the increase in Mexican pressure as it was applied in 45,000 Federal troops to the border and the populace seen as empowered by military forces pushing back against the once venerable and seemingly all powerful Cartels. These are, after all, businessmen, albeit demonstratively brutal and villainous in there approaches. As with any business decision, they will, and have, determined what proverbial hills they are willing to die on, and where they can recede and where they need to take a stand. The dilemma is the Cartels would love to see the Mexican authorities continue to view this as a law enforcement issue as well. This way they can continue to apply tradecraft and classic extortion and pressure tactics to local and regional law enforcement and judicial officials, and not be as concerned about reprisal. Yet, even though the federal authorities have been corrupted in the recent past, with senior military and judicial figures having been recruited by the Cartels, the military does apply pressure to the Cartels that traditional police or investigative and judicial officials have not….in the form of “return fire”. Unlike the Jihadist threat, or that of the Imperial Japanese and their warping of Bushido Code during WWII, these cartel members, though brave, don’t want to be anymore dead than any other criminal does. The military can, and has, changed the nature of the Cartels in that they can no longer operate with impunity within Mexico.  This raises the stakes, and the Cartels have fired back. Just this week, two Army Lieutenants were brutally murdered in a region where Joaquin “El Chapo” Guzman is alleged to live and operate.  With a sign hanging from their bullet ridden corpses saying “The Government can’t handle El Chapo” , the Cartels are lashing back even as the Mexican debate on where the rights vs. security spectrum they see this battle mounting. Clearly, the Cartels don’t struggle with that dilemma.

            There are powerful arguments on both sides of this dilemma. I contend, however, that doesn’t make both correct in given situations. We see here in the US a raging discussion about the use of Enhanced Interrogation Techniques shortly after 9/11 by the CIA and military interrogators, and now we see recently disclosed reporting about the actual intelligence gleaned from those techniques. Others argue the real victim in the use of these techniques is the moral high ground the US lost as a result of this methodology. Clearly, in the case of Mexican prosperity and sovereignty, maintaining the status quo and applying more “investigators” or more kitschy technology to support law enforcement methodology has not, nor is there any confidence from a national security perspective, that it will.  Democracies tend to default on the side of morality, due primarily to the checks and balances afforded through representative governments, transparency, and an informed populace. What gets lost sometimes in the policy wonkery and congressional legal and technical oversight, and rabid media conclusions is the fortitude that needs to be maintained and applied in very difficult and challenging environments and situations that of course can be picked apart with the “hindsight is 20/20” scalpel. These decisions are often made at lower levels in rapidly unfolding operations, though with significant impact, yet the scrutiny is often at the highest political and administrative levels, but with little impact on those scrutinizing. If Mexico does pass this law, it will change at deep levels the way Mexicans can prosecute this battle against the Cartels. Where the US can be of great assistance is in the training of when and how these decisions can and should be made at the operational levels. With six years of experience dealing with insurgencies both in Afghanistan and Iraq, the US possesses relevant, pertinent, and applicable experience and personnel that can give Mexican security personnel the tools they need to assess these situations and apply the necessary balance between judgment and initiative to keep the Cartels on the ropes and ultimately defeat them as we saw applied in Iraq. Unfortunately, we in the US are drawing the battle lines between those that saw the need for two helpings of initiative to one helping of judgment after 9/11 and those sitting comfortably in a post 9/11 world dishing out helpings of judgment and while not plagued by a helping or two of initiative.   

Albert Einstein famously stated, “Doing the same thing, over and over, and expecting change, is the definition of insanity”.  The Mexicans, faced with their own crisis, will have to decide just how much morality (judgment) they are willing to debate, versus the imperative (initiative) that looms in the need to change course rapidly in dealing with the Cartels and their own national Security as this bill attempts to capture.  In a perfect world, we would always be able to apply the exact amount of morality and human rights concerns in the exact proper amount of time and fortitude to deal successfully with a crisis. History and current events are replete with those kinds of dilemmas; Hiroshima, Internment Camps, Bay of Pigs, Osama in Sudan, housing crisis and credit defaulting, use of enhanced interrogation techniques, pre-nuclear Iran, post Soviet Russia. Yet, because no one possesses the requisite “magic dust” to know precisely when a particular decision must be made, we must continue to rely on history, study, and the cultivation of smart capable people with enough morality to care, and enough fortitude to act. Unfortunately, those sitting in judgment of these decisions, our politicians, traditionally appear to possess too little of either morality or fortitude.

Subject: THE TRUTH

1.  I am writing you this memo because I am concerned with the discussion within the National Security structure and senior leadership of this great nation regarding Enhanced Interrogation Technique (EITs) utilized by the Central Intelligence Agency shortly after the horrendous attack on September 11th 2001 that killed thousands of Americans. Most of you may know me as I was portrayed in the movie “A Few Good Men”, written by Aaron Sorkin, directed by Rob Reiner, and played by Jack Nicholson. As is common with those on a particular end of the American political spectrum of late, I, and every other Marine Officer in that film, was cast in the light of utter dismissal of our positions because we were depicted as either a conniving self-serving megalomaniac, disloyal and fraudulent, baring false witness, or lying to cover our proverbial derrieres.  It is widely understood, and nearly every officer or those in the charge of America’s safety and security, whether in the Justice Department, CIA, military, or law enforcement, innately understand my stance regarding the preservation and commitment in maintaining vigilance and fortitude for our national security. That is something that can not be compromised, and it is immoral to approach our absolute security and threats to our existence with anything other than the courage and fortitude to do what is necessary and just to thwart our enemies. Because the movie depicted me and my fellow Marine Officers so we could have no credibility on any issue because we are so “despicable” in our behavior and actions unrelated to national security, you would feel compelled to dismiss anything I or others that understand my position regarding national security would say. That would be a monumental mistake. Everything I explain in my response to Lieutenant Caffey’s question under examination is true. Simply because it is referenced and shrouded in the fictitious setting laid out by Messrs Sorkin and Reiner makes it no less credible or applicable under the present discussion regarding EITs, and American National security.

2. Mr. President, Speaker Pelosi, we live in a world that has walls, and those walls need to be guarded by men with guns and fortitude. With all do respect, Mr. President, who would do it if it were not these men? You? You, Robert Gibbs? (Anderson Cooper, Paul Begala, Keith Olberman, Jerald Nadler?) Our national security operators, the Military, CIA, FBI, Law Enforcement, have a greater responsibility than you can possibly fathom. You spend a great deal of time concerned and weeping for Khalid Sheikh Mohammed (KSM), and you curse the interrogators. Well, as Americans, you have that luxury. You have the luxury of not knowing what I, and thousands of operators in the military, intelligence, and law enforcement communities, know. We know, that KSM’s discomfort, though troubling and deemed “immoral” to you, saved lives. And, your ignorance to what we do for a living, and how we maintain the most just, yet necessary, means to thwart our enemies, is grotesque and incomprehensible to you, it saves lives. You don’t want the truth, regardless of how many politically motivated tears you shed, because deep down in places you don’t talk about in the CNN or MSNBC Green Rooms, you want us on that wall, or board, you need on that wall, or board! We use words like honor, security, and EITs. We use these words as a back bone of a life time defending something….you use them as political points! Political Points to advance a political agenda unrelated to our security. I, and those currently serving in our national security apparatus, have neither the time, nor the inclination, to explain ourselves to a political and media elite that use the very freedom and rights we provide and maintain, then have the audacity to question and debate in hindsight our manner in which we provided it. We’d rather you just said “thank you”, and went back to bailouts and partisan political rancor, or petty and crass “tea bagging’ comments. Though you could have expressed your moral disgust and legal shock over the methodologies when many of you were briefed shortly after 9/11, and the 5 years or so afterward, you never took any legal or moral stances yourself  having known all along about the EITs and their successes utilized by our senior decision makers. You now suddenly, for political expedience and demonstrating “no crisis should be passed up”, you show indignation and incredulity on the part of our men and women defending our country during a time of extreme crisis. You either didn’t care enough about our moral standing then or not enough about our national security now. Either way, we don’t give a damn where you think our “moral compass” has gone….we, Sir, never left it. It is your “fortitude” compass that may need to be recalibrated.

The "Other" DHS Report-Can You Imagine The Outcry?

Imagine, if you will, what would have been the reaction of  the“establishment”, Main Stream Media, the entire Congress, ACLU, other leftwing advocate groups, academia, and the late night “not-so” comedic class if the following report were issued instead of the one Secretary Napolitano authorized, and yet has not adequately explained or apologized for without a “but” clause. The below “report” is a parody and took the exact same verbiage from the original report, but simply applied the “Bizarro” spin to the perspective. The sad, but true, aspect is, this one is certainly more plausible.

(U) Key Findings

 

(U//LES) The DHS/Office of Intelligence and Analysis (I&A) has no specific information that domestic Leftwing-Radical Student/Academic, Anti-War/American terrorists are currently planning acts of violence, but these Left Wing Student and Anti-War/American protestor extremists may be gaining new recruits by playing on their fears about several emergent issues. The election and successful 8 year term of an openly Christian President, Americans expressing their right to free assembly in non-violent protests against the existing Administration and Congress, the successful ratings blitz by other than Leftwing news organizations against the established Leftwing Biased Media, the emergence of hard working, popular, clean and effective non-“Blue-Blood” political figures, in the form of Sarah Palin or Bobby Jindal, and the re-emergence of the American people standing up for their rights and expressing grievance to the Government all present unique drivers for leftwing student/academic radicalization and recruitment.

(U//LES) Threats from leftwing radical Student/Academic/media organizations and violent anti-American rights groups have been largely fueled by anti-American media outlets such as MSNBC, Huffington Post, Daily Kos, Air “America” and have often manifested themselves beyond simple rhetorical and have openly indicated plans to carry out disruptive and potential violent acts. Nevertheless, the consequences of a prolonged political awakening by Americans in the form of Freedom of Speech and Right of Assembly—including Tea Parties, Talk Radio, Faith-Based organizations, Pro-Life advocates, rugged individualism and the rejection of “bailouts”, and an inability to except the Leftwing “Change”, “Yes We Can” mantra—could create a fertile recruiting environment for further Leftwing, MSNBC-watching, radical student/academic extremists and even result in confrontations between such groups and government authorities similar to those in the past.

(U//LES) Leftwing extremists have capitalized on the two-time elected openly Christian President, and are focusing their efforts to recruit new Members, mobilize existing supporters, and broaden their scope and appeal through propaganda, and they have turned to attack planning and execution in the form of over the top biased media exposure and support, staged rallies against the previous administration, calls for “Truth Commissions”, and inciting populist violence against law abiding innocents (AIG family members) supported by foreign financiers and quasi-“non” profit, government funded organizations, such as ACORN.

(U//FOUO) The current economic and political climate has some similarities to the 1960 through 80s when leftwing extremism experienced a resurgence fueled largely by a Patriotic Pro American Silent Majority, economic expansion, criticism about faith and God in American life, and the perceived threat to Global Socialism from the Fall of the Berlin Wall, and the Demise of the Soviet Union.

(U//FOUO) During that time, these issues contributed to the growth in the number of domestic leftwing terrorist and extremist groups and an increase in violent acts targeting Law Abiding Americans, their businesses, their schools, churches, synagogues, law enforcement officers, banks, and infrastructure sectors.

(U//FOUO) Growth of these groups subsided in reaction to increased Average American scrutiny as a result of the Weathermen Bombings, the torching of ROTC buildings at College Campuses, the staged riots and anti-war demonstrations damaging store fronts, cars, and the beating of pedestrians in San Francisco for wearing a crucifix during Anti-Proposition 8 tirade, improvements in the American Spirit and entrepreneurial growth and prosperity,  and the continued U.S. standing as the preeminent world power through multilateral-rejected, US-interest-based foreign policy and diplomacy.

(U//FOUO) The possible consideration for the sanctity of human life, the spontaneous and resounding push back from millions of Americans against the policies of the present Administration and a complicit Congress, coupled with hundreds of thousands of students graduating from leftwing institutions of higher learning and Peace Corps Missions, exposed to World Socialist/Communist Equality doctrine facing significant challenges reintegrating into their communities has already led to the potential emergence of radical leftist terrorist groups or lone wolf extremists capable of carrying out violent attacks.

* (U) Leftwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily Ignorant to Classic American Political and historic foundations (based on hatred of particular religious, racial or ethnic groups, such as Christians and Jews, white Anglo-Saxon males, or successful people that default to hard work and their own initiative vice awaiting a government handout or the creation of the “nanny state”), and those that are mainly anti-American, anti-Free-Market capitalists, rejecting American sovereign authority in favor of Mutinational and International authority and jurisprudence, or rejecting the unique and God given inalienable rights crafted and expressed by the Founding Fathers entirely. It may include groups and individuals that are dedicated to a single issue, such as pro-abortion or “immigration reform”.

 (U//FOUO) Proposed imposition of abortion opponents’ right to dissent, maintaining the Second Amendment, and acceptance of God into the public lexicon likely would attract new members into the ranks of leftwing extremist groups, as well as potentially spur some of them to begin planning and training for violence against the American way of life. The high volume of anti-American Websites, and the continued rhetoric from, albeit, low rating, cable news outlets, such as MSNBC, and CNN by leftwing extremists in anticipation of further Anti-Government Policy, Pro American Rights Expression rallies(Tea Parties) in some parts of the country continue to be a primary concern to law enforcement.

(U//FOUO) Graduating Students/Peace Corps Volunteers possess academic, socialist/bolschevik and “community organizing” skills and experience and are attractive to leftwing extremists. DHS/I&A is concerned that leftwing extremists will attempt to recruit and radicalize graduating radical student and returning Peace Corps Volunteers in order to boost their radical, disruptive, and violent capabilities.

Paragon of Leadership in a Time of Crisis

Maersk Alabama Captain, Richard Phillips, has displayed true leadership during an international incident with Somali Pirates while our own political leaders waffle and vacillate in the midst of crisis.
 

   Since the time of the Spartans, it is a time tested measurement to see who will rise to the top to lead and show by example the true character and nature of one’s quality amidst crisis. It is not what we do when it is “easy” that defines us, but what we do when it is difficult that measures the true grit, nature, and fortitude of would-be great leaders. Nor is it false bravado or the sole attribute of “gung ho” that will lead in crisis. In this day and age of slick media and marketing campaigns that place our “leaders” on stages that craft imaginary “pillars” of strength and notions of being “battle” ready under “sniper” fire to lead in times of challenge, the only true illustration of leadership thus far in the events unfolding 350 miles off the coast of Somalia has been displayed by the captain of the merchant vessel, Maersk Alabama, Captain Richard Phillips.

   As the whole world, including America’s detractors and enemies, watches senior American leaders dealing with this crisis unfolding on the high seas, we are given a rare and unique reminder of the acts and mindset of true heroism, leadership, bravery, and understanding of the bigger picture, vice covering our physical and political derrieres’. Captain Phillips is such a leader. His actions and those of his crew capture a smaller, but significant, example of how to deal with this level of violence, mayhem, and yes, terror. The crews’ actions from the beginning of the attack demonstrate some key leadership, and followership, traits that have made an attack on an American vessel challenging. The Merchant marine vessel and its crew just completed some anti/counter pirate training before embarking. Members of the crews families have even been quoted as saying their crew members have reflected that it may be only a matter of time before their respective number comes up for a potential pirate attack in the Gulf of Aden and along the East African Coast. Yet, when the time came, the crew defended and eventually positioned themselves in a defensive posture, having captured one of the pirates themselves, opposed to rolling over and allowing the wholesale capture and surrender of their vessel and cargo (which is carrying multiple tons of food stuffs bound for Kenya and ironically to assist needy African inhabitants). The courageous stance taken by the crew did not come from divine inspiration alone, or “battle lust” in the heat of the moment; this crew was trained and led to react and operate in this manner, starting with the guidance and expectations laid out from Captain Phillips. It is a mindset leaders foster within a group or unit that sets the tone and actions as crisis unfolds. As the situation continued, and Captain Phillips saw an opportunity to save his ship and crew, he availed himself to the pirates in an act of selfless bravery, commitment to crew and mission, and the greater good in the safety of his ship, crew, cargo, and precedence set by him that Americans will not roll over in unchallenged surrender. They took it upon themselves to fend off the pirates to the last possible moment then execute a plan that saved the crew, ship, and cargo as the captain had ordered. Every American should be proud of the actions displayed by Captain Phillips and his courageous crew in the face of these barbarous and uncivilized pirates wreaking havoc on the innocent international shipping community with impunity.

   Now we see what our “leadership” has done as this crisis has unfolded. As the crew of the Maersk Alabama acted with supreme bravery and discipline to uphold the safety, health and honor of their ship, our leaders, starting with the Attorney General and the Secretary of State, vacillate and trim their parsed and legally crafted and politically correct verbiage in such flaccid and inane statements about “international pressure” and the need to “further curb this violence” , and how this will “not be tolerated”…etc…etc…etc… Even the Commander-in-Chief, while his naval forces were being deployed to assist an American flagged ship assaulted in the first act of piracy on an American vessel in nearly 200 years, was apparently not interested in discussing this crisis incident as he was talking about “housing” and wasn’t to be bothered with that pesky piracy, American vessel, national pride, high seas crisis thing.
   The stark reality of how our “leaders” are viewing this is the complete inability and lack of acknowledgement that piracy is one of the oldest and most widespread acts or terror. It started the moment the second boat was built, no doubt, and anyone who tries to parse and quibble as to the legal lexicon about piracy and criminality verses a terror incident is playing with words and meanings that can have wide and deep affects on our official and practical measures toward terror or law enforcement issues in the future. Many scholars craft and bend definitions of terrorism and other internationally legally recognized terms that eventually muddle what many of us know innately and intuitively. It is the same notion illustrated by the famous quote from a US Supreme Court Justice regarding his definition of pornography...”I may not be able to tell you an exact definition, but I sure do know it when I see it”. Terrorism, and the acts of groups conducting terrorism, is exactly that. It may not be defined with mathematical precision, but we all know what it is when we see it. Piracy, a violent act of robbery on innocent mariners on the high seas, may be shaved and crafted to be viewed through a law enforcement or criminality prism, but the tactics, methods, relationships, and use of the money stolen in an exchange can and has been used for terror and its financing in East Africa. So, when we dispatch the FBI to negotiate the Captain’s release, we have in essence classified piracy against a US flagged ship as an act of criminality, not an act of terror or war. The US Navy, and the US Marine Corps in their very early histories established their reputations, notoriety, and legacy codes of conduct based specifically on our early decisive actions against piracy in our nations infancy.  The famous line in the Marines Hymn, “The Shores Of Tripoli” celebrates specifically when Lieutenant Presley O’Bannon led a US Marine contingent to thwart the menace of piracy on the North African coast in 1805, as ordered by then president Jefferson. Even in our infancy, our leaders then had the fortitude, wisdom, and insight to not “create committees”, or “establish a Piracy Tiger team”, or “consult our international allies” to meet this scourge in oblique, word spun, impotent ways, but to treat the Barbary Pirates head on, and set a precedence that the US would not tolerate this, or any other kind of brazen acts of violence or terror on our commercial shipping…period!
 
   Our senior leadership might take a page out of the Maersk Alabama book of crisis management, and stop trying to appease or placate the international community, which includes a Thug-tocracy in Somalia whose sole means of revenue generation is an act of terror on the high seas. The White House Chief of Staff, Rahm Emanual stated himself, a crisis is not to be wasted. This crisis is an opportunity for this administration show the US will not allow attacks on its commercial shipping, citizens or facilities worldwide. If the administration believes this will just “go away” as a result of viewing this as a crime verses what it clearly is, terrorism, they are supremely naive or certifiably negligent.  Anything less at this point reeks of appeasement. Given the caliber and actions of Captain Phillips, I know America can produce better leaders than that.
